Starting the Treasure Hunt Quest
To access the quest involving the encrypted note, players must first complete the side mission known as The Deserter. During this mission, you are presented with a choice to either hand over a stolen map to Meyer or keep it for yourself. Keeping the map allows you to unlock the Treasure Hunt questline and explore the secret cipher.
After keeping the document, head to the Peacekeeper library located on the PK Floating Fortress. Here, you can speak with Albert the librarian to find books regarding ciphers and codebreaking. He provides access to a reference book detailing Bacon's Cipher alongside the encrypted note itself.
Deciphering Bacon's Cipher
The encrypted note consists of a long sequence of repeating letters composed entirely of As and Bs. By cross-referencing this sequence with the Baconian cipher guide found in the library, each five-letter grouping translates into a specific letter of the alphabet. This traditional encryption technique converts the random text string into a clear set of directions.
Once fully decoded, the hidden message reveals the phrase: "Muddy Grounds Water Tower Basement Zero Three, Two One, Six Seven". This clue gives players both the exact landmark location and the combination required to open the hidden safe. Understanding the deciphered coordinates eliminates the need for guesswork during exploration.
Finding the Hidden Safe Location
With the decoded directions in hand, travel to the Muddy Grounds district located in the Central Loop area. Head toward the local water tower facility and locate the entrance leading down into the building's lower levels. The lower flooded basement contains several environmental hazards, so navigating carefully is essential.
Submerge into the water in the basement area to locate the locked safe sitting along the wall near a metal grate. Interact with the safe dial and enter the three-part combination code: 03-21-67. Opening the safe completes the objective and awards players powerful C4 explosives along with bonus experience points.
